I'm just so curious. The Constitutional authority of the House of Representatives, the larger portion of the U.S. Congress, is to draft and approve all spending bills. How is it that the President has become the "biggest spender" of anything except his personal income? Tell me how Obama did this, how did he get Rep. Boehner and the Republican majority in the House to approve?
