In the secretive phone call cartoon, let’s make the caption: “Okay, let me here this one more time. After Bush spends eight years bankrupting the country, people are going to blame me because I didn’t turn it around in three years, right? Okay, I’ll still run for president."

As for the tax dollars going down the toilet, make the caption: 'Bush gives tax incentives to the wealthy to “create jobs”’.

When Bush was voted into office by the Supreme Court, he inherited a small surplus from Clinton, which he promptly gave away in the form of “tax rebates”. While this made him very popular, it wasn’t a very sound policy for someone who was going to run the country “like a business”. So this would be a good fit for Obama throwing money in the air, I think.
