I've heard this for a while.....and the purchase of 450 million rounds of .40 hollowpoint ammunition by the DHS is disturbing.
Hollowpoints arent designed for target practice, they are designed to kill.

The manual is in excess of 300 pages and I haven't gotten through it yet, but what I've seen just skimming it doesn't look good.
