Paul Ryan has record of pushing for and earmarking federal funds for his district

Five months ago, Rep. Paul Ryan reached out to the Transportation Department, urging that it look favorably upon his home town’s request for $3.8 million, which would help build a new city transit center.

It was the same center that four years ago received $735,000 in federal funds through an earmark that Ryan (R-Wis.) had secured.

Over his 13 years in Congress, Ryan has often used the powers of his office to seek federal funds for his district, sometimes from existing pools of money and other times in ways that would increase federal spending. His success has meant funding for projects including a runway extension at a local airport and an environmental study of the Kenosha Harbor.

There is nothing improper or even unusual about what Ryan has done — in fact, it is the essence of what many congressmen do and what many of their constituents expect. But it complicates the image that Ryan, and now Mitt Romney’s presidential campaign, have sought to project of a man who is single-mindedly focused on sharply cutting the federal budget and erasing the nation’s deficit.

The attention to Ryan’s funding requests introduced an unexpected bump to an otherwise positive week after his introduction as Romney’s running mate. With the intense focus on Ryan and his record, a couple of other topics also have challenged the campaign: Romney and Ryan struggled to square their Medicare plans, and when Ryan accused President Obama of going easy on China, Obama supporters noted the congressman’s vote against legislation that could have imposed duties on countries such as China.

In the case of Ryan’s advocacy for federal funds, his positions have sometimes blurred party lines: In several instances, he sought earmarks opposed by the George W. Bush administration. In 2009, he urged the Obama administration to award millions of economic stimulus dollars for “green” jobs in his district, even though he had voted against the stimulus package that year.

The congressman’s stance on federal dollars drew more attention this week when he denied in an interview with a Cincinnati television station that he had ever sought stimulus dollars. Earlier, he had made the same claim on a Boston radio show.

He backtracked Thursday and acknowledged he had sought stimulus funds, but said his office had mishandled the requests. He continued to voice opposition to the stimulus program, which he has called a “wasteful spending spree.”

Ryan, who pledged in 2008 to no longer seek earmarks, already had done so less often than most of his congressional colleagues, and officials in his home town of Janesville said he has kept his 2008 pledge. Brendan Buck, a Ryan spokesman, rejected any contradiction between the congressman’s efforts to secure federal funds and his budget-cutting mantra, and he contrasted Ryan’s approach with what he characterized as Obama’s budget-busting policies.

“While President Obama has racked up massive debt and overseen an unprecedented credit downgrade, Congressman Ryan has forged bipartisan solutions to address the real drivers of our debt,” Buck said Friday. “And by swearing off earmarks years ago, he led by example to change the way Washington works — something President Obama simply can’t say.”

Even with Ryan’s pledge not to seek earmarks, he “has still remained supportive of projects in the community that he feels are worthwhile,” said Jay Winzenz, Janesville’s assistant city manager.

In his March 12 letter on behalf of Janesville’s application for the transit center grant, Ryan wrote that “I was pleased to learn that the City believes that a new facility will relieve current space constraints and operational inefficiencies.” The city won the grant, and Winzenz called the federal support “important to moving forward” with the project.

Last year, Ryan signed a letter with other members of the Wisconsin delegation seeking a federal grant for the state’s Department of Transportation. The letter, dated Aug. 1, 2011, said the funds would be used to replace aging vehicles and “invest in green technology and alternative fuels.”

Ryan, an avid deer hunter, co-sponsored bipartisan legislation in 2003 that would allocate $20 million nationwide to fight chronic wasting disease in deer and elk, a malady similar to mad cow disease. Congress wound up allocating $19 million for the measure, including $1.75 million that would go to Wisconsin.

Ryan’s advocacy for his constituents extends back to soon after he took office in 1999. In an October 2000 news release, he said he had “succeeded in including” $1.5 million in a federal transportation bill for a runway extension at the Rock County Airport, primarily to benefit a local General Motors plant.

“This is great news for Rock County,” said Ryan, who added that he personally met with FAA Administrator Jane Garvey about the airport and would “continue to work with her to secure the full federal funding request for this project.”

The congressman sent out similar statements saying he had intervened with federal agencies to secure or allocate funds to better equip Janesville firefighters and to help low-income Wisconsin students take more Advanced Placement classes.

In July 2005, his office said Ryan’s efforts led to $12.8 million in a federal transportation measure for three Wisconsin road projects, along with engineering funds for commuter rail and a “streetcar expansion project” in Kenosha.

Steve Ellis, vice president of Taxpayers for Common Sense, said Ryan had secured “about the average amount” of earmarks in 2005 compared to other rank-and-file lawmakers.

In 2008, Ryan ranked 401st out of 435 members in the House based on total dollars secured, said Ellis, whose organization monitors earmarks.

That year, Ryan obtained three earmarks, records show, including the funding for the Janesville transit center, $1.3 million for the 1,200-mile Ice Age National Scenic Trail and $3.3 million for Wisconsin bus facilities. Ryan alone requested the Janesville money; the other two earmarks also were requested by other legislators, including Democrats.

Three years ago, Ryan pushed for funds from a spending source anathema to Republicans: Obama’s $787 billion stimulus package.

Ryan wrote letters in 2009 to the Labor and Energy departments seeking stimulus funds for two energy conservation groups in his district. One letter, to Energy Secretary Steven Chu, on behalf of the Wisconsin Energy Conservation Corp., said the corporation wanted to use the money to reduce energy costs and greenhouse gas emissions.

Ryan said he was “pleased to learn” that the project — which was awarded $20 million — would build “sustainable demand for green jobs,” a major Obama administration priority, according to the letter, dated Dec. 18, 2009. The letters were first reported by the Wall Street Journal and the Boston Globe.

In March 2009, Ryan wrote a letter of support to the Energy Department on behalf of the Energy Center of Wisconsin, which was working with a solar energy laboratory at the University of Wisconsin in Madison to fund research into alternative heating and cooling systems.

The grant was awarded, and Sanford Klein, director of the laboratory, said a portion of it helped pay the stipend for a doctoral student who conducted research.

Ryan also signed a bipartisan letter with the state’s delegation in 2009 asking the Treasury Department to dip into a $25 billion pool of grants and low-interest loans to prevent Chrysler from closing its automotive plant in Kenosha.

The letter, dated May 7, 2009, said the money would help the automaker “retool” the plan to produce more fuel-efficient engines.

Until the middle class and working poor are back to work and the richest 2% are paying their reasonable share as has been past practice, Then and only then will addressing the deficit be practical and reasonably possible.

Ryan is against earmarks except when he is for them (when they benefit his constituencies and garner him support for election/reelection) Ryan is what we in the know refer to as a hypocrite ...

Republicans cannot give enough money to military contractors but they pull back on anything that might benefit the 99% or make Obama look good.

Funds for education and health care from Republicans? Don't count on it.

Republican economic plan: Gut government spending of any benefit to the 99% and hand that money over to private multinational enterprises and Wall Street. Say goodbye to Medicare and Social Security.

money private multinational enterprises wall street goodbye medicare social security

Lots of congressmen have done precisely that. That was their job, what they were elected for by their states. But we are talking now about a situation whereby we are in dire financial straits and everybody has to recognize that the spending has got to stop. This is what the new president/vice president team is going to be all about, and that is what is good for the entire country, not just little pieces of it. What this team does to accomplish all of that is going to determine whether or not your criticisms are in order. Meanwhile, if Barack Obama gets reelected, we are screwed forever. So get Romney/Ryan into office and then make them listen. It's our only chance, people.

Yet there will still be people who will buy into the myth that Romney and Raynd will somehow curtail excessive Spending. Even though, currently there is no evidence to support that claim.

We have all the evidence we need that Obama and Biden certainly won't be controlling the excessive spending.
