Yes, Pray is always a verb. Its main definitions are (1) to utter a prayer to a god another higher power, and (2) to make a fervent request.
Prey on the other hand is a noun meaning one that is hunted or attacked and a verb meaning to hunt, catch, or eat as prey.

Not choosing to participate in chartered fairytale organized religious sects and cults because someone tells me I can and permits me too (Catholic Church/Constitution) isn't the same as not believing in something that has no defining evidence of existence or the big bangs "trigger puller".
