‘PARTISAN DISGRACE’: OBAMA ADMIN QUIETLY REWRITES WELFARE REFORM LAW

In a move that went largely “unnoticed” by the mainstream media, the Obama administration on Thursday released an “official policy directive” that essentially rewrites the landmark welfare reform law of 1996, the Washington Examiner’s Byron York reports.

“The directive,” York explains, “allows the Department of Health and Human Services to waive the work requirement at the heart of welfare reform.”

An “Information Memorandum” released by the Department of Health and Human Services’ states:

[The] HHS has authority to waive compliance with this 402 requirement and authorize a state to test approaches and methods other than those set forth in section 407, including definitions of work activities and engagement, specified limitations, verification procedures, and the calculation of participation rates.
The memo, as the Daily Caller’s Caroline May notes, argues that by waiving the so-called “work requirements,” the feds are encouraging “states to consider new, more effective ways to meet the goals of TANF, particularly helping parents successfully prepare for, find, and retain employment.”

Of course, the decision is seen by many on the right as a weakening, maybe even a violation, of the 1996 reform law. Meanwhile, as the president’s campaign continues to chase after thoroughly debunked Bain Capital narratives, Mitt Romney has already come out and hit the White House for its welfare rewrite.

“President Obama now wants to strip the established work requirements from welfare,” Romney said.

“The success of bipartisan welfare reform, passed under President Clinton, has rested on the obligation of work. The president’s action is completely misdirected. Work is a dignified endeavor, and the linkage of work and welfare is essential to prevent welfare from becoming a way of life,” he added.

    This is a clarion call to the men and women of the United States of America: make a stand NOW. You must make a peaceful and civil stand now! When you stand you shall stand upon the Constitution. We The People must say enough is enough! We have had enough of the Executive branch going around the Legislative Branch.

    The motivations matter not. The results matter not. The methods that President Obama has used to impose his will are unacceptable. We have a Law and limits on Executive power for a reason. Look at the DOMA Law, the Immigration issue, and not this welfare issue. The more people there are on welfare, the less money there is for everyone on the welfare rolls. By allowing the States to ignore the searching-for-work requirement yes more people will jump on the welfare rolls. This will mean less money available for them and the people already on the welfare rolls.

    The Law excluded the Search-for-Work requirement from being waived for a reason. Now, without
    Congressional action, President Obama and his administration has rewritten the law. In doing so he and his admin. have violated the checks and balances. They have made law without the consent of the Legislature.

    He may have the purest motives. His motives don't change the fact that he is acting more ...

    As usual, King Barry has over reached.
    That 1996 law has a provision that some govt. flunky can't wave their wand and rewrite the rule.
    Congress needs to grow a pair and slap him into next week.
    Otherwise the liberal kooks will just keep passing out presents to their little special interest pals.
    Same reason we can't have public service unions - the unions get their favorite liberal elected and then they get a big raise the next time the contract comes up.
    No wonder we're broke.

    Welfare was meant to be individualized on need, temporary... and not a career choice.

    Ahhh... electioneering!

    This should solidify a number of voters, Obama's way. Interesting strategy!

    I'm surprised Romney even commented? Let's see if he flip-flops on this soft-toss, as so often, he does?

    Obama/Romney... either way, we are looking at 20 trillion plus in debt, in the next term.

    Heads I win... tails you lose!

    Ron Paul would have limited or closed HHR. That would have saved the taxpayers a fortune, reduced debt, and cleaned up a highly abused program, with good intentions, and poor implementation with political management.

    Clearly, more abuse of power!

    The constitution has given us a republic. One we have abused in a biased democratic process... executive orders... and UN dictates, to steer away from.

    While I agree with some of the blog post you sited... I take issue with calling us a democracy.

    A democracy is where two wolves and a lamb vote on what's for dinner. Clearly, at 16 trillion in debt, making us the largest debtor nation in the world... the taxpayer is the lamb.



    We need a president who will follow and defend the rules, as defined in our Founders Charter.

    The Kingmakers, in both the establishment parties offer up their puppets, who will best further the platform of the Liberal Progressives, or the Neoconservative Progressives. Both are Big government, corporatism/cronyism, welfare/militarism proponents.

    ...and the American taxpayer will continue to pay for their folly!

    Only one can't be bought, and doesn't want to rule, only defend and adhere to the constitution... Ron Paul.
