If you mean that there is nothing called a "death panel" you are correct. That is a charged political phrase to get people to pay attention. The IPAB (Independent Payment Advisory Board) is created in the Affordable Health Care Act. The board is created to cut costs when the health care spending exceeds gross domestic product per capita + 1%. Cutting costs means reducing spending on medical products and services. Generally, when cuts happen it is the higher dollar expenses that go first. The more expensive costs tend to be life-saving and critical care equipment, thus the death panel stigma. To be clear, nobody is saying that anybody will be taken out and shot, or forced out into the winter wilderness to fend for themselves once they become a burden on society. But you can look to similar health care issues in England as an example of how things have gone historically. In 2003, there was "an acute shortage of dialysis machines causing numerous premature deaths in the UK".

Was this shortage because the knowledge to create dialysis was lost? Was it due to a lack of demand? Clearly, the answer to both these questions is no. The answer of course is that Dialysis machines are expensive, and controls such as the IPAB are likely to not purchase new costly equipment, when they are mandated to reduce cost. The end result is that people in need of life-saving measures tend to die when they aren't available.
