Ok here's an Idea what if ownership of all music was communal and every song ever written ever was public domain? Would that be better?

Ok their is a lot of talk online about Piracy laws so here's an idea that just came to me a second ago. Lets say person A is a musician he rights and plays music as a hobby he has no other job. Lets then say person B really likes his music and decides to distribute it. Because all music is public domain person B can distribute copies of person A's music to the world without person A making a single dime off of it not that it bothers him this is just his hobby he holds his own job working at a store like a normal person and occasionally makes money at local clubs playing his music live. No one is really being harmed here is their and the intrusive Music industry would cease to exist seeing as their is no way for them to make profits and thus no longer a need for SOPA because we all own all music ever written to do with as we please and no one is technically stealing from anyone.
