Obama says that DC 'feels as broken as it did 4 years ago.' Did Obama unintentionally admit that he failed to fix it?

Harry Truman said, "The buck stops here" [at the desk of the president]. But Obama has blamed Bush, bad luck and just about everyone or everything but himself.
Well, Obama himself has been handling the reins of government and calling the shots. Even issuing unconstitutional executive orders when it suits his illicit purposes. Like how he by-passed Congress to give amnesty and work permits to over a million illegal aliens.
So now Obama says DC feels just as broken as it did 4 years ago. Isn't that admitting that he FAILED? See report here:

I think it's time to let a guy who knows how to run government like a business to handle it from here, not compound a failure with more of the same. See:
