Obama has declared he will not let congress stop his agenda.
One Saturday last fall, President Obama interrupted a White House strategy meeting to raise an issue not on the agenda. He declared, aides recalled, that the administration needed to more aggressively use executive power to govern in the face of Congressional obstructionism.
“We had been attempting to highlight the inability of Congress to do anything,” recalled William M. Daley, who was the White House chief of staff at the time. “The president expressed frustration, saying we have got to scour everything and push the envelope in finding things we can do on our own.”
For Mr. Obama, that meeting was a turning point. As a senator and presidential candidate, he had criticized George W. Bush for flouting the role of Congress. And during his first two years in the White House, when Democrats controlled Congress, Mr. Obama largely worked through the legislative process to achieve his domestic policy goals.
But increasingly in recent months, the administration has been seeking ways to act without Congress. Branding its unilateral efforts “We Can’t Wait,” a slogan that aides said Mr. Obama coined at that strategy meeting,

I said Obama is making grabs for power outside of the Supreme Court and Congress. They said "No way".
Well, here it is I hope they are paying attention, because while they tell us to look away and call us paranoid, Dictator Obama makes it very clear he has no intention to respect the separation of powers or our Constitution.
"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my ability, preserve, protect and defend the Constitution of the United States."
President Bush put John Bolton into the UN by an EO. This was a smart move as Bolton is knowledgable in international politics. I hope that when Romney is elected he makes Bolton his Secretary of State.

According to CNSnews.com, House Minority Leader Nancy Pelosi and other Democrats in Congress announced on Thursday that they have moved to ratify an amendment to the United States Constitution that would give Congress power to control the political speech of corporations, including those corporations that produce films, newspapers, books, and radio broadcasts.

So while it might not be explicitly in the Constitution, he does have powers which do not require the approval of the current Congress for sure.
The current Republican congress is acting like a group of economic terrorists; taking down the President and the country through their inaction on economic issues of great importance ... not just military action which they quietly approve of.
If the President ever was truly out of line with what congress wanted, I am sure he would be called on it and actually stopped. Not just this finger wagging and election engineering.
You might notice a huge double standard looking back at Bush and Cheney. Not that I would excuse inappropriate action in either case.
