    Sometimes they need to help the evidence when they are certain of guilt but substantial proof is impossible to find!!! This is part tongue in cheek but sometimes true also

    This is why arrest quotas are bad. They don't actually reward police for doing their job -- deterring crime by catching criminals.

    That's no surprise. Larger cities have a lot of corruption. How ever I don't see why they need to plant narcotics when it shouldn't be that hard to find actual guilty drug dealers and users...

    Another reason to end the drug war and decriminalize drugs. Even if the police were 100% honest (most are but there are areas like NY and Chicago were they are seriously corrupt), I dont want my tax dollars being wasted just to arrest and incarcerate (and if they are thrown in private prisons, the prisons put them to work as slaves stealing our jobs) people for just smoking some harmless marijuana.

    although this practice is nothing new, its a myth that police officers have "arrest quotas"; not true at all.

    my husband was an officer for 13 years, and he and his friends used to laugh so hard at the people that believed that.

    What does happen in big cities during election times is the city government tells the police to up the amt of arrests to make the incumbant mayor and police cheif look good to the public.
    The police who are already being paid off by the drug dealers to look the other way find other people (mostly homeless) to set up.
    It does too things, makes the governing body look good and gets some of the homeless off the streets. They problem is know these guys who are being set up have a drug charge against them and will always be homeless.
    Its a viscous cycle.

    Not all police have them, but in large cities like New York they get millions of dollars to fight against drugs as long as they can take X amount of users/dealers off the streets in a certain period of time.

    Had a friend many years ago go through this exact nightmare. He was exonerated after spending a LOT of money for attorneys and never got an apology and the police went on like nothing ever happened. It DOES happen more often than people might think.

    Karma caught up with him, didn't it? But he lived in ridicule and infamy bordering on the ludicrous. I wonder how many people sarcastically asked him if he found the murderer yet.
