Sounds like he was saying that to suggest that the chairman was acting like a facist, not because he himself was somehow a nazi sympathizer.

What this proves is that sometimes C-Span is AWESOME! I'm jealous of the British because those lawmakers in Parliament call each other names, throw things, get right in each other's faces... it KICKS ASS! Our guys just sit there most of the time and blather sometimes it's cool but most of the time it's just lame.

I heard him say "Sieg Heil" but i didn't see a Nazi salute. I don't know what the issue was but he seemed upset about whatever it was. I think he just lost his temper for a moment. Probably regrets it in hindsight. I don't know.
