That has nothing to do with the ACA or Obama, the woman was arrested by the police, for not paying a bill. It could have been for anything. The Power Company or Phone Company could have done the same thing.

Actually that's not correct either. She was arrested for failure to appear. She was subpenaed for a civil case (the bill in question) and didn't show. That is contempt of court.
