It would have been very cool to see, all those NOT invited joined by those families who lost loved ones, hold a "UNOFFICAL" ceremony held at the same as the Heathen Mayor held his knee bending tribute.

Clergy hasn't been allowed at other services, religious leaders wanted him to make an exception this time. Bloomberg wanted the attention to be focused on a commemoration ceremony on the family members of those who died.
