In 2005, India announced that leprosy has been officially eliminated from the country.
However, new reports show that there are still about 130,000 cases of leprosy each year.
Was India lying? Well, not exactly. Apparently, countries can announce 'elimination' of a certain disease when there are fewer than one case for every 10,000 people.
I think it's great that leprosy has gone down in India but 130,000 cases per year is still a lot.
Would you consider leprosy in India eliminated or not?

This statement sounds strange. What is the source of information about this?
If there is even one case of any infectious disease, the word "eliminated" is not appropriate.
