I don't feel that is is. It all depends on who is laying on the board, and the interrogation process. If it could come down to it, I think, using a lie detector first, could possibly let the government know if a person speaks the truth or not. But if you need who did what and to who and when and why, then sometimes extreme measures are needed. Waterboarding is a time when the extreme is needed, that is how you get the vital information needed, for whatever the cause.
Actually a form of waterboarding is used in training on military personel, but not in the extreme form as we use on prisoners. A family member of mine, who is in the military, has admitted to that.

Anything that exhibits cruelty is torture. making a person go through the feeling that they are drowning over and over and over again is torture. If it isn't then I don;t know what people can call it. It doesn't matter who it is being used on either, no one should be made to go through it. The moment we started using water-boarding we lost our right to bitch about what they did to our citizens, because we became the terrorist.
If it were being used on the actual criminal then it would be just desserts. But when a government uses it to extract information that most likely isn't true then of course it is torture.
I was talking about using it on the actual terrorists instead of willy nilly doing it to anyone that was a suspect. As you said,"...we became the terrorist".
But then how are we any different than the people we are supposed to be protecting ourselves from? I thought we as Americans were above some things, yet we have secret Prisons in nations overseas so that we can hide our 'sins' and keep up appearances of being the "beacon of righteousness"
