Tough question. When an actor takes on the role of a character that is a crook or criminal does that make the actor a crook? Did it make Martin Sheen personally responsible for the things the presidential role he played? There is no such thing as BHO2, that is a bit part created by Bill Ayers. As for the 0, he has enacted many things under the guise of his fictional character BHO2. He reads the script and the script writers write the legislation and executive orders. The 0 would rather sit on the 2nd floor and watch basketball with his personal trainer. Like all actors, when they finnish a movie, they have to go on the stump to promote the movie and do lots of interviews and be a guest on the Letterman show. I guess that makes the 0 (whoever that is) personally responsible for everything the production company does as he is an active participant.
