Officials with the federal agency now under congressional investigation over a lavish conference were captured on camera joking about the expense at the summit's "capstone" event in October 2010.
One official joked about how much was spent at a party hosted by the agency's commissioner. Another employee, in a mock music video, even sang about how he'd "never be under OIG investigation."
OIG stands for Office of Inspector General -- the office that earlier this week released a bombshell report that triggered firings at the agency that held the conference. The report found the Public Buildings Service, part of the General Services Administration, spent more than $820,000 on the meeting near Las Vegas in 2010.

Federal agencies have come under scrutiny for their lavish spending on conferences and the Department of Agriculture (USDA) is no exception. The Department recently reported to Congress that it has almost tripled its conference expenditures since the year 2000, to $19.4 million in FY2006.
In 2006, one entity within USDA, the Animal and Plant Health Inspection Service (APHIS) sent 47 people (44 of whom were employees) to 10 conferences in Hawaii at a cost of $71,412.
USDA told a Senate oversight subcommittee that it had spent more than $90 million on
conferences from 2000-2006. Agency conference expenditures jumped more than $4
million, or 60 percent from 2001-2002, the first full fiscal year of the Bush Administration.
According to data submitted to a Senate oversight subcommittee, in just 2006 alone:
• 213 USDA employees attended approximately 94 separate conferences in Las Vegas at a cost of $254,755;
• 64 USDA employees (and 3 non-employees on USDA’s dime) traveled to Hawaii to attend approximately 28 separate conferences for a total cost of $130,600;
• 713 USDA employees attended 235 Sacramento conferences, at a cost of $560,000;
• 144 USDA employees attended 38 San Francisco conferences, at a cost of $144,000;
• 270 USDA employees went to approximately 59 separate conferences in Orlando, Florida —home to Disney World — at a cost of $282,656;
• 112 employees went to 34 conferences in Anchorage, Alaska at a cost of $227,000;

As of September 2009, the Congressional Budget Office (CBO) estimated that taxpayers would lose $40 billion on their automotive investments. Today, CBO has reduced its loss estimate to $19 billion, and the three largest recipients of automotive bailout funds — General Motors (GM), Chrysler, and GMAC/Ally Financial — all appear to be on the path to financial stability.
The summary notes that the main reason for the loss is that the Treasury Department’s IPO for GM in November received a sale price of $33 a share, “well below” the $44.59 needed to break even for the taxpayers. “By selling stock for less than this break-even price, Treasury essentially ‘locked in’ a loss of billions of dollars and thus greatly reduced the likelihood that taxpayers will ever be repaid in full,” the summary noted, adding that the government has given multiple, conflicting explanations for the decision to sell at that pri...

Treasury is now on course to recover the majority of its automotive investments within the next few years, but the impact of its actions will reverberate for much longer. Treasury’s rescue suggested that any sufficiently large American corporation even if it is not a bank may be considered “too big to fail,” creating a risk that moral hazard will infect areas of the economy far beyond the financial system. Further, the fact that the government helped absorb the consequences of GM’s and Chrysler’s failures has put more competently managed automotive companies at a disadvantage. For these reasons, the effects of Treasury’s intervention will linger long after taxpayers have sold their last share of stock in the automotive industry.
