Is government really "we the people"?

Given all that the government has done to abuse the American people over the years, I have to wonder if the government is "we the people" or something separate from us.

There is Government, and then
There are the People.
One is the Ruler, and the others are the Slaves.
two totally different things.
Two hundred and thirty six years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.
Now we are engaged in a critical presidential election, testing whether that nation, or any nation so conceived and so dedicated, can long endure.
The world will little note, nor long remember what we say, but it can never forget what those who came before us did here. It is for us the living, to be dedicated here to the unfinished work which they who came before have thus far so nobly advanced. It is for us to be here dedicated to the great task remaining before us -- that this nation, under God, shall have a new birth of freedom -- and that government of the people, by the people, for the people, shall not perish from the earth.
A moral society cannot operate on this premise.
Making up fake names on the Internet to insult the country's leaders is not participation in the process
