Two-thirds of likely voters say President Obama has kept his 2008 campaign promise to change America — but it’s changed for the worse, according to a sizable majority.
A new poll for The Hill found 56 percent of likely voters believe Obama’s first term has transformed the nation in a negative way, compared to 35 percent who believe the country has changed for the better under his leadership.
The results signal broad voter unease with the direction the nation has taken under Obama’s leadership and present a major challenge for the incumbent Democrat as he seeks reelection this fall.
Conducted for The Hill by Pulse Opinion Research, the poll comes in the wake of last month’s Supreme Court decision that upheld the primary elements of Obama’s signature healthcare legislation.
It found 68 percent of likely voters — regardless of whether they approve or disapprove of Obama — believe the president has substantially transformed the country since his 2009 inauguration.
The feeling that Obama has changed the country for the worse is strongest among Republicans, at 91 percent, compared to 71 percent of Democrats who support Obama’s brand of change.
Strikingly, 1-in-5 Democrats say they feel Obama has changed the United States for the worse.
Compared to the sentiment about Obama’s impact, fewer people see presumptive Republican nominee Mitt Romney as a candidate who will change the country dramatically if elected.
Still, 50 percent of people think Romney will bring a “significant” level of change — a finding that may reflect the desire among anti-Obama voters for a reversal of the president’s policies.
Debate about Obama’s first-term legacy has intensified since the Supreme Court ruled the Affordable Care Act’s individual mandate to be constitutional.
The healthcare legislation, once fully implemented, would usher in the most sweeping changes to the nation’s social safety net since the 1960s.
To Obama’s supporters, the ruling was a validation of his 2008 campaign theme of “change we can believe in.” At that time, Obama hinted at his ambitions to become a transformative president in the mold of Ronald Reagan.
“I think Ronald Reagan changed the trajectory of America in a way that Richard Nixon did not and in a way that Bill Clinton did not. He put us on a fundamentally different path because the country was ready for it,” he told the Reno Gazette-Journal in January 2008.
Beyond the healthcare law, Obama won passage of the Dodd-Frank financial industry reforms, generally viewed as the biggest Wall Street regulatory changes since the 1930s.
In the absence of major immigration legislation, Obama recently eased deportation rules for young illegal immigrants brought to the country as children.
Obama’s ambitions for big change fell short in other areas. He has been unable to pass climate change legislation or repeal the Bush-era tax rates.
On social issues, Obama recently became the first president to endorse gay marriage.
Independent of voter opinions about how the country has changed, The Hill Poll found an overwhelming majority of voters — 89 percent — view the choice between Obama and Romney as important in terms of the future impact on the country.
Almost half (47 percent) say they are paying more attention to this year’s election than the 2008 vote. Republicans are generally paying more attention than Democrats — 56 percent to 44 percent — to the 2012 campaign compared to 2008.
Among centrists, views are evenly split on how Obama has changed the country — with 40 percent saying the United States is better today and 42 percent saying it is worse off. Eighty percent of liberals think Obama has changed the country for the better.
There is a marked difference of opinion along racial lines, with just 29 percent of whites saying Obama has changed the country for the better compared to 92 percent of blacks.
The poll was conducted among 1,000 likely voters on July 5 and has a margin of error of 3 percentage points.

    Obama first forced thru socialized medicine, which is typical of those who believe that once you have control of the people’s body you have control of the people. I realize I’ll be hated for pointing-out the following fact, but classmates of Obama’s claim he used to brag about implementing government healthcare to get control of the country. Rohm Emanuel was so appalled at Obama spending so much time on Obamacare his first year and one half in office, that he left Obama. Go figure when the socialists are jumping ship you know you’re in deep trouble. (Facts courtesy Mark Levin radio show)

    This administration is all about redistribution of wealth and has no care in the world for small businesses.. All they do and talk about is tax tax tax ... No wonder no one wants to hire anyone.. No one has a clear message about what's next.. This administration has a created so much uncertainty that no one is willing to take the burden on to hire more people

    I think he is trying his best but for some reason he has seemed to create a climate of zero advancement or very little opportunity, he's no Reagan that's for sure, Reagan was a great man that even his critics have remembered him and the time under a more fair light looking back at it all. Obama has done a good job deporting illegals and fighting the war on terror. I am not sure who to vote for but I feel Obama may not be the greatest president that ever lived but he is not the worst either, Its a tough one to answer.

    Most liberal Jews are liberal first.And their Jewish religion comes last when it come to making decisions on who they are going to support.A lot of them haven't stepped into a synagogue in years!

    But the Jewish support for Obama is way down this time around from 2008.But still a large number of Jews are still going to vote for Obama.In spite of the shabby way Obama has treated Israel & its leaders!

    Up to this quarter private sector employment has been improving. Earnings at companies in the NYSE and other medium and large size companies have seen increasing earning which has resulted in some dividend increases.

    The problem is state government layoffs and cuts in wages to state employees. These have keep the unemployment rate up and kept wages down.

    I'll agree Obama could be doing better but his policies have done more to help the country then Republican policies which have actually hurt the economy and continue to hurt the economy.

    He has tried very hard to turn us into another Socialist Nation, with more people on the dole than there are people contributing to the system. A sure formula for failure. Your Grand Children will still be paying for the policies he has enacted.

    The brakes were put on the hyper speed downward slide we were on and we are slowly turning things around in a positive direction. The auto industry was saved saving thousands of jobs! The war in Iraq was ended saving billions of dollars! Laws forcing banks to offer loan modification programs were enacted saving thousands of underwater homeowners from losing their homes! Osama Bin Laden is dead! Khadafi is dead! Millions of young people can remain on their parents insurance until age 25. Student loan rates did not double. Millions of people will now have the opportunity to provide affordable health care for themselves and their families ending this problem of people going to the emergency room for medical and then not paying. All in all the president has done an awesome job!

    And how is OblameO going to pay for it all? He'll borrow it from China and lay the bill on us and future generations. Socialism has failed every time it's been tried because eventually you run out of money because there are more people taking than giving. Very easy math.

    Pay for what? Healthcare? Didn't you hear te Supreme Courts ruling a couple weeks back? We will all have to insure ourselves which allows us to spread the risk by having a greater pool. The young who are healthy will pay today to subsidize the older people and when they get old the new young will subsidize them. Hello! Is your elevator in the basement? What are you talking about borrow from China, we have been borrowing from China to subsidize the rich through the Bush/Obama tax cuts for 11 years! If we return to the Clinton era tax rate for the rich we can eliminate the debt pretty quick! Come on man wake up!

    Wow! Now I don't have to do this but I will, I voted for John McCain in 2008. I did it for two reasons, first because of his sedvice in 'Nam and second as a protest vote. I was, and am, a staunch supporter of Hillary Clinton and when she did not get the nomination I promised I would either sit it out or vote for the GOP candidate. I did the latter.     Obamacare will NEVER pay for itself and the only reason Clinton cut the deficit was by gutting the military (closing bases) and CIA HUMINT assets. A lack of assests that led directly to 9/11.

    If you think having Obama adding over 5 trillion to the deficit in less than 4 years is OK, then you'll really love what he'll do if re-elected. Let's see how much of a tingle you have running up your leg from your messiah when the entire country delares bankruptcy like California cities are doing today because Cali is the countries future if OblameO gets 4 more years.

    Really? Just look at the skyrocketing number of federal employees and the pensions that will have to be paid to them and compare that to why local municipalities are going bankrupt. Sweetheart deal contracts and pensions. Completely unsustainable yet Obama wants to hire 15K more agents to the IRS for Obamacare alone.

    1st, can you give me your source for 15,000 IRS agents. 2nd, the way that the local pensions are funded and the negotiation process, because they are local, are very different than what happens at the federal level.
