Only if one does not understand what political ideology Progressives espouse - eugenics, full control by the state, dictatorship and no dissent for any reason. They are in fact regressive in every way and a danger to all liberty and freedom.
You may call other groups what ever you wish but know this: Liberal, Moderate and Conservative Democrats; Centrists; Independents; Libertarians; Liberal, Moderate, and Conservative Republicans; Conservatives and Constitutionalists are all patriots who believe in freedom, liberty and the Constitution -- they differ on positions. Only true Progressives are regressives.
If Liberals Are Progressive I Guess Logic Would Dictate That Conservatives Are Regressive.

On the grammar, no. "If A then B" is a single statement and the reference is "mean", a singular.
