I personally think the the government was extremely left-wing, since it closely resembles present and past socialist and communist goverments where the people who produce what humans need to live are poor, while the liberal elite rule and are extremely wealthy.

Notice also that the Capitol residents really don't have any lives, other than partying all the time. Where are their families? I never saw one single attempt at having a good family, except for the Everdeens.
For that matter, Katniss Everdeen was the only character in the whole film that was really, passionately, forthrightly, realistically "alive." The rest were walking dead, as far as I could see.
That's not to say there is never a group at the top that benefits more than the rest in Capitalist or Free Enterprise governments. The difference is that the Capitalist governments change according to the votes of the people (if the elections aren't stolen by one party or the other) and each and every person in the Capitalist/Free Enterprise environment has the opportunity to achieve a better life.
Funnily enough the extreme left and right wings of government are nearly indistinguishable as they both converge on dictatorships...
