Ironically, the purchase was DESIGNED to be traced. The guy lived in Texas, where he could have bought a rifle over the counter at any one of hundreds of guns stores -- no questions asked. So instead, he uses mail order. I guess he wanted to make it easy for FBI investigators to close the case.
Silly person, Texas didn't sell guns that shot magic bullets so he had to get the correct gun through mail order. At the time Texas didn't sell guns that shot bullets that could go through two people and make a right turn in mid air.
Not sure if that's sarcasm or not but in case it's not - it's been amply demonstrated that the bullet did no such thing. It appeared to because the initial investigators did not take into account the ways in which Kennedy and Connally were seated.

And yes, you "need" a license, but in most states, they HAVE to issue it unless there's a compelling reason not to.
