even though they may not stick to it fully, it gives them a ball park of what to spend and what to cut. But the current congress is completely broken. Instead of talking budget, they are debating about typos. On the side note, the current house is republican controlled, so how a budget is not getting passed, I may never know.
Excuse me, but the Congress has passed a budget and it has been sitting on Harry Reids desk collecting dust because he REFUSES to bring it up for a vote!

We do not need to continue mounting up this increasing debt...China just about owns us and should they ever decide to cash in I don't think I could learn how to speak Chinese, I barely can speak Spanish and English. Our children deserve better than to have to carry the debt load we are placing on them and their children. We are acting like spoiled undisciplined children - spending without any concern of who will be saddled with the debt!
A budget provides economic structure and a way of measuring failure or success. Obama wants to obscure what he's doing, what he's spending and eliminate any way to ascertain success or failure.
Without a budget there is no practical way to manage finances...the runaway spending of the 0bama regime is a perfect example. Oh, and it DOES happen to be a law that Congress is supposed to follow.

It's the first step towards accountability. When a budget is passed it lays the groundwork for the work that is to be done during a specified timeframe. Without it how can we honestly see if they have met their objectives?

The budget. That is a problem. There is a bigger problem those on The Hill will not acknowledge. Those running Washington run up debt , and they always blame it on the rent checks but don't touch the expensive rims and unnecessary accessories they all like. They come after the middle class when they get in any rut but when they conspire with Wall Street and the banking cartels, we're expected to swallow the blue pill and believe that giving away more free money to pinstriped thugs will save us all . And really now..about those subsidies. Does the US need to give gas and oil companies $41 billion a year?
Because I am in the military and I do not get a paycheck unless they pass it. All the welfare recipients will get their money though. Does the Senate and Obama have Fxxxxd
