Sudan offered to hand over Bin Laden to Clinton April 1996. Clinton spoke about it in a speech in 2002. He declined the offer.

I believe in 1996, there was no proof that Bin Laden had any responsibility in the earlier trade center bombing. No reason to get Osama at that time. Read below. No mention of Bin Laden.
On March 4, 1994 a jury found Salameh, Ajaj, Abuhalima and Ayyad guilty of the World Trade Center bombing. They were all sentenced to 240 years in prison. However, the masterminds were not caught until later. Eyad Ismoil and Ramzi Yousef were convicted of murder and conspiracy in the World Trade Center bombing.

That plan was discussed for 8 months before Obama decided to go with the Seals rather than bomb the entire site. A no brainer would not take 8 months and dozens of military security officials along with Bob Gates and Leon Panetta as well as Michael Leiter, director of the National Counterterrorism Center.

It was a big deal, he got rid of the #1 terrorist in the world, something that Bush couldn't do. Kudos to you Mr. President.

He made it very clear that he wouldn't have spent the money to go after Bin Laden and therefore, the choice he now claims he would have made, wouldn't even have existed.

Bill Clinton had UBL in his sights at one point and did nothing back in the 90's, so not every Democrat would have taken UBL out. However, I don't think a single Republican would have hesitated in the least. Kudos to the fraud in chief for this one because it's the single one thing I agreed with him on in the past 5 years.
