I work for the govt...h.s.teacher/school nurse....I am employed by the trifecta of complicated buearacracy...education/healt...
I do not see the govt doing it better that individuals and private organizations cannot do better and certainly cheaper. This is true in just about any type of business or even educational results like home-schooling. The more layers that become in place...the less accountable people are ..spending other peoples' money.
My first experience with this ...was a program thru Medicaid that is supposed to help schools off-set some of the costs with educating students with health and special needs. We are allowed to bill medicaid for services that are provided..with documentation...
Examples are..transportation, medication, procedures provided etc....
The thing is...not only do I do the billing side for my small rural school...I have a disabled child ...that attended a different school ( when she was in school--about 3 years ago)
I hope you will stay with me on this...it is long and complicated....I am not going to copy and paste a bunch of stuff...
If you can respond to some of these personal issues...i may know you are not a sock...
Back to my daughter...she is non-verbal..wears diapers...but CAN walk and would travel on a typical yellow school bus with a 4-point harness seatbelt for her safety. She would not have an associate assigned to just her...Most of the years of her traveling on the bus from the school down the road from where I work...which is just like the one in the district we live in essentially..she traveled on the bus with just the driver and about 9 other students who have a variety of needs that were met in Waterloo Iowa.
Ok...if you have private insurance ( we do thru my work, husband farms )...you actually SEE the billing done to Medicaid because it must go to private insurance first..be denied..and then it is moved on to Medicaid..( nothing unusual about that )
I personally do the billing for our district..because It saves our district money by me doing it or absorbing it into my duties...versus paying some company 15% or so to do the paperwork.
Our home district....where our daughter was served by...chose to use a billing agency..that would file paperwork...and then take a 15% cut. Since our home district turns over their paperwork to the agency...there is no one really accountable for the integrity of it...they just sit back and wait for a check from Medicaid, or Iowa Medicaid Enterprise..( IME )
Ok...in 2010...we receive EOB statements ( explanation of benefits ) that you receive whenever one's insurance is billed. And guess what...our insurance is being billed for around $1800 per month for transportation....( that's right...the bus ride ) At first thought..I thought...oh my,....someone got their billing coding all wrong...they are charging as if it is an ambulance...or whatever...( remember I do this too...so I am not just a bystanding parent.--and even tho the money does NOT directly come out of my pocket...I think whoa....what is up.)
I call the school...they have no idea...remember they are not doing the billing....
Since private insurance has denied it...( like duh ) then it is passed onto Medicaid where it is paid out like water...
I call the agency doing the billing. I explain my concerns...I am still thinking that this is all a big whoops...that I will describe my daughter...explain her situation..that yes..she is disabled..and yes she does travel about 23 mi one way to a PUBLIC school ( that already receives our education tax dollars) but that helps with students like her...
days later...I get a call from the owner of the company....DANN STEVENS ( this won't mean anything to you...but I will continue to shout out this perpeptuator of fraud to the taxpayers of Iowa....smoozing me...and implying that I do not want my district to receive dollars that must be helpful to them.
BY NOW...THE DISTRICT HAS RECEIVED ALMOST SIXTEEN THOUSAND DOLLARS JUST FOR RIDING A BUS...when it should have been properly billed under a much lower transportation coding ( remember I do this daily at my job ) at .39 cents per mile....helping the school extra...yes, more in the realm of $1800 per year. ( The school already receives fundng through taxes for my daughters education----they are a great school...our home school district means well....they just dont' realize what is going on...because..again..they do NOT DO THE PAPERWORK....)
Our home school NOW realizes it was wrong....( only because I had to convince them over and over that taking THAT much money was not accurate...they have not paid the state back...
The agency run by DANN STEVENS ( Timberline Billing ) has NO incentive...other than something called INTEGRITY to bill less...because..remember they get 15%...the current rate...
I turned them into IME fraud dept.
Timberline turned in paperwork...( not sure what that would change...) to try and demonstrate that it was okay...
I am the first MOTHER, I am told by IME that has called to complain about services of Medicaid billed on behalf of her daughter...
Here it is ...2012....and the investigation is still going on.
I tried securing a public attorney....and since I was not PERSONALLY harmed financially or physically...then they cannot serve.
I cannot afford to pay an attny myself to get this set right...to pay back the money to what should never have been paid out.
I KNOW THAT I CAN NOT BE THE ONLY ONE...
What have we created here in America?!??!?
YOU WILL NEVER CONVINCE ME THAT MONEY WILL BE MORE WISELY SPENT AND MORE EFFICIENT WITH THE GOVT DEEPER INTO THE DECISION MAKING....LET ALONE INVOLVED IN CARE DECISIONS.
My brother and family lived in the UK for 15 years...and have since moved back...most of their health care was ok...they were in Birmingham and near London....however..it is NOT the same when you are in the same pool as everyone else...
