They are a problem in most metropolitan cities. Low life moves in where people are not involved in their neighborhoods. You know where people ignore things because they are too busy or afraid to do something about it.
I live in a suburb of Tulsa and the gang activity although present is very small. There is more gang activity in Tulsa but I'm not sure how bad compared to other cities of like size.
Funny how Holder & Naploitano aren't concerned at all with MS 13 gangs in every major U.S. city but have a problem with motorcycle clubs who are relatively low key and a company who makes the finest guitars in the USA.

Regardless, The Hell's Angels stay within their own organization, aren't out selling drugs to kids and haven't been gang-bangin' doing drive-bys through the hoods & Barrios.
The Hell's Angels do not reach out to harm others not of other gang affiliations. You will not hear of HA stopping a car close to the border, and then beheading a family of 5. Nor will they start rolling into the suburbs and indiscriminately throw lead downrange. While the HA's are a serious gang, the people most at risk are other gangs and bike clubs. I have been in bars with them before, drank a beer with them, had beer bought for me and returned the favor a time or two. I do not ride a Harley, but they were respectful to me, as I was to them. Hell's Angels do not allow the sort of violence that you see other gangs doing. They are very similar to the mob.
