This week, the Romney/Ryan campaign has twisted itself into a pretzel attacking President Obama for “stealing” $716 billion from Medicare, while trying to explain why Paul Ryan included the savings in his FY 2013 budget.
The infographic below offers a rundown of the campaign’s contortions from Sunday’s proclamations that Romney would have signed the Ryan budget and its Medicare cuts into law, to Romney’s announcement on Tuesday that he would restore the Medicare savings that both Ryan and Obama supported: 
The changing rhetoric also presents serious policy problems. Romney’s implied policy of steering clear of Medicare reductions would greatly complicate his goal of reducing all federal spending from 24 percent of the GDP to 20 percent by 2016, which would require unsustainable cuts to other government programs. His specific promise to restore the $716 billion will also backfire and shorten the life of the Medicare trust fund “toward the end of what would be his first term in office.” The campaign has not yet specified how it would extend its solvency.

Nothing changes for current seniors or those nearing retirement
Medicare is reformed as a premium support system, meaning that existing spending is repackaged as a fixed-amount benefit to each senior that he or she can use to purchase an insurance plan
All insurance plans must offer coverage at least comparable to what Medicare provides today
If seniors choose more expensive plans, they will have to pay the difference between the support amount and the premium price; if they choose less expensive plans, they can use any leftover support to pay other medical expenses like co-pays and deductibles
“Traditional” fee-for-service Medicare will be offered by the government as an insurance plan, meaning that seniors can purchase that form of coverage if they prefer it; however, if it costs the government more to provide that service than it costs private plans to offer their versions, then the premiums charged by the government will have to be higher and seniors will have to pay the difference to enroll in the traditional Medicare option
Lower income seniors will receive more generous support to ensure that they can afford coverage; wealthier seniors will receive less support
Competition among plans to provide high quality service while charging low premiums will hold costs down while also improving the quality of coverage enjoyed by seniors"

These changes include moving over $700 billion in funding for Medicare benefits to ObamaCare. In addition, ObamaCare contains over 160 provisions that directly affect the benefits that will be offered under Medicare."
"If any of the people howling about the changes to Medicare would actually read Ryan's plan, they might find that it parallels a plan that has significant bipartisan support for moving Medicare towards a more sustainable model.
Key elements of Ryan's plan include:
Protecting current benefits for anyone born prior to 1956.
Starting in 2022, persons born after 1956 would receive a voucher that could be used towards the purchase of private health insurance.
Private insurance plans under the program would be required to insure anyone eligible and would be required to charge the same premium based on age.
