An election-year Democratic measure designed to ensure that women don't face pay discrimination was blocked Tuesday by Republicans who complained that the bill was politically inspired and would reward trial lawyers at the expense of employers.

The motion, which needed 60 votes to succeed, got only 52, not one from a Republican.

President Obama issued a statement criticizing Republicans for putting "partisan politics ahead of American women and families."

Senate Majority Leader Harry Reid, D-Nevada, standing at a news conference with pay equity advocate Lilly Ledbetter, accused Republicans of "wanting to stick their heads in the sand" about the longstanding issue of women being paid less than men. "But it's clear where Democrats stand," Reid said.

The bill, which Democrats said would close loopholes in the 1963 Equal Pay Act, would require employers to prove that differences in pay were related to job performance, not gender; would prevent employers from forbidding employees from sharing salary information with each other; and would allow women who believe they were discriminated against to sue for damages.

Democrats acknowledged privately that they expected to make political gains with women by pressing to close the pay gap, which they said has women earning just 77 cents on the dollar compared with men.

Republicans, fearful that Democrats were trying to portray them as insensitive to women, argued that they oppose pay discrimination but disagree with the Democrats' bill, which was written without their input. Republicans remained largely silent about the issue in the days leading up to the vote, even as Democrats, led by the president, made an all-out push for the legislation.

    Overreach. Salary negotiation grants for women and girls? Additional paperwork for businesses? I can see heavy-handed legislation like this leading to position-based salaries vs. merit-based salaries to avoid the appearance of discrimination. If you don't think your salary is commensurate with an equal in the workplace (whether you are a woman or a man), negotiate for more or use your right to choose not to work for that employer.

    I support equality for every human being. This bill does no such thing. It infringes on the rights of all employers and undermines any attempt for any employee to become motivated to work for a raise. This is more of an attempt to garner women's votes than to achieve any pay equality in the workplace. I'd love to see proof that any average company in America is paying 77 cents on the dollar to women. This is exactly the kind of made up number progressives use in almost every instance to sway voters into believing the Democrats somehow care more than the other guy. It's complete nonsense. They only care about their own pocketbook, just like their counterparts across the aisle and will say or do anything to be re-elected.

    Note to anyone willing to listen: Democrats don't care about you, either. Do NOT let this drivel fool you. Both parties are out to screw you out of your last dollar. It appears they're succeeding, doesn't it?

    And let's hear it for democracy with elected officials. Maybe you would like a benevolent dictator instead eh? You get the kind of government you allow. If you vote for the party that most supports your point of view then you must work at making sure the people who run on their ticket support that platform too. If you are Republican it is not too hard but so many Dems turn around and vote with the Republicans once they get to Congress. Then we keep hearing how the Dems control Congress when they don't because they do not have loyal followers. They have too many who run in a working class district as Dems but do not support the party's ideas at all.

    Ken, If you will look at the statistics from the Bureau of Labor Statistics (which is non-partisan) you will find that women are often paid less (up to 25% less) than their exact male counterpart. I don't think this bill will have any effect on individual negotiation nor will it effect the motivation to do a good job.

    But "PAY" is not just a amount on a check. PAY also includes benefit packages, leave and sick pay allowences and insurances and savings.

    WOMEN tend to have better sick leave and vaccation benefits and they use them more. Women also tend to work LESS overtime (in general) than men.

    MEN tend to have more agressive 401k plans and more expensive insurance packages.

    When calculated into "earnings" men come out ahead on PAPER ONLY but when a man and a woman both work for wages over salary the pay IS equal accross the board.

    And any woman who feels she is not being payed equally is free to seek employment anywhere else she might like where she might get a better contract.

    Wages are the same and salaries are had by contract so the woman (like me) had to agree to the pay and benefits and sign the contract.

    It doesn't take a brain to understand simple concepts... of course maybe that is your problem

    I have been working Full Time since I was 15. I worked 40 hours a week through High School. Then I joined the US Army. After that, I worked 40 hours a week through College. I was Laid Off once and I spent 2 weeks on unemployment to find a new job.

    I am sorry you were raised with so little self esteem that you think your work is not worth as much as a man's. Get off your knees, stand up and fight.

    Your work is worth whatever you are willing to accept for it. I'm an employer myself. I offer the lowest salary I think the qualified candidate will accept. That's the secret I offer my own kids. If I'm willing to pay 40k for a position, I'll offer 30k. If the candidate asks for 40k, I'll weigh him (or her) against the other candidates willing to take the job for 30k. Greedy capitalist or businessman? Depends on which side of the fence you're on. I hear the 'greedy businesses' mantra over and over from the same people who price-shop daily for their own purchases.

    Thank you. as I said wages are equal and a salary is contracted for... this fool doesn't understand that! I happen to be self employed I run 2 small busineses. I earn what I FEEL like earning in those endevors and I also work under contract for a salary and *I* haggled for what I wanted in that contract til I was happy.

    If we,re talking equal pay for equal work then yes. If women are able to do the same job I don,t see the logic in paying them less because of gender. Having said that though, they should also be held to the same standards as the guys when it comes to job performance,physical abilities and personal conduct on the job. What I mean by that last part was don,t go around flirting with half the guys at work and then scream sexual harrassment when one guy you don,t care for flirts back.

    i do support it. how could i not? i have 3 sisters, 4 sisters-in-law (there used to be 5), a mom, used to have a mother in law, i have 3 nieces ... i'd love for somebody to try to tell me why they (all these women i mention) should not get the same pay for the same work. i dare somebody to try.

    Seriously! These people who are opposed, do they hate the women they know, or do they consider the women to be "less than men" in some way? I honestly do not get why people would vote this down!! Even the Bible, about which a LOT can be said, says something to the effect that men and women are the same in G-d's eyes!!

    I'll give you a business owner's perspective. You can flame me if you like, but I'll answer honestly.

    Blunt and to the point: I offer the lowest salary that I think that the candidate will accept regardless of race or gender. In my experience, primary wage earners (be they male or female) are more likely to negotiate for more pay in the hiring process. In practice, I've had far more males come back to me with a counter-offer than females. Is that my fault, or should I be mandated by the government to set a standard salary per position?

    but I don't support legislation on it. Telling someone to pay Julie what Fred makes in the cubicle beside her doesn't give me the fuzzies. In small business, the boss knows if Fred is a better worker than Julie. Even in big business, they get the gist of who works hardest. the government has no idea what goes on in that business. They've got millions of other businesses to look after. I would rather trust that humans would make that decision on their own. Besides, some people only hire women because they can pay them less. More women would be out of a job. I don't think it would achieve anything in the business it targets.

    if they want equal rights and not to be treated diffrewntly I will let them but to be treated equaly comes with a cost they wont receive any faversIm ok with them being treated eqqual as a guy but that means leave them as you would a guy let them go down with the sinking ship if they cannot save themselfs.

    im fine with women being treated equal in every case even when a ship is sinking trash that seamens law of women and children first lust the men and children let the equal women and men fin for themselfs.

    I have noticed in a few cruise ship sinkings last few weeks women being left behond if they want equal rights then they do not deserve to be save anymore then a man.
