Does putting gay marriage on the state ballot and having the voters reject it do any progress for gay rights any more than it not making it to the ballot at all?

Heres a possible situation. Gay marriage is illegal in a state. Supporters of gay marriage want gay people to be allowed to get married and collect the signatures to put the issue on the ballot for the voters to decide on election day. On election day the voters vote NO on allowing gay marriage. After the election the laws against gay marriage remain the same and gay people still cant get married but gay marriage made it to the ballot.
What would this do? Would this help their cause at all? Would this be a win or a loss or the same for gay people more or less than if gay marriage didnt make it to the ballot?

Besides, support for same sex marriage is steadily increasing. I estimate in about 5 or so years, same sex marriage will be fully legalized through most of the country.reply
