That's clearly true. No other discretionary or non-discretionary spending can be cut enough to move the budget to surplus.

Of course, I don't think the government always needs to run a surplus. People don't always make more than they spend, nor do businesses- why should governments?

That's a contradiction. If you want an immediately balanced budget, you want either tax increases or slashing social services. There is no other way to immediately balance the budget (other than ending all defence spending). That's simply true.
