    I don't think there's proof beyond a reasonable doubt by any means, but I suspect this may be exactly what it looks like. I have virtually zero trust for anyone in any position of power, and the very nature of requiring a "fee" to review a score just screams, "We welcome shady dealings."

    If TheTruth1313 is correct though - and he might be, since I didn't see the telecast - then I'm thankfully wrong here. :)

    Not at all. The reason why the money was brought with the petition was because, it would have to be paid if the judges decide NOT to take the petition into account. The money is returned if the call is reviewed. They actually explained this on the telecast.

    Like it says, you have to pay a fee to make an appeal, so that's what it probably was.

    It was almost like the Japanese made a point to do it so out in the open as to call attention to how easy it is to buy an Olympic judge, wasn't it?
