They shouldn't be "afraid" to do that -- but that doesn't mean they SHOULD do that.
If gay people choose to act on their sexual orientation, they should at least do it in private. It's fine for a man and woman to hold hands in public, because that represents our biological, sexual, and emotional "default position."
Homosexuality, on the other hand, is not our "default position" -- it is not fully natural, nor is it what we are physically or socially designed for. Thus, any physical expressions of this disordered sexual orientation should be kept strictly private.

Nobody should be afraid to hold hands with anyone in public.
It would not be given a second thought in my neighborhood, because most in this area use their thoughts for more important things... which honestly would include almost anything other than the gender of people holding hands (sigh).
no gay people shouldn't be afraid, I'm not afraid to walk down the street holding hands with my girlfriend.
I am hopeful this will soon change.
