I don't really think he cares about anyone. I think it is just political pandering, posturing and business as always. If his opposition was in favor of he would be against, just like all the other politicians.

He is just trying to deal with a problem all previous presidents managed to kick down the road and now that he has gotten it a very big issue was being made. So many big business hire illegals to harvest their farms or work in food processing plants. If the businesses were punished heavily for their hiring practices they would stop hiring illegals therefore it would be no incentive for the illegals to come here in the first place. That would be one of many measures.
