Actually there should really be a third answer, Yes and No.

So long as the individuals involved are consenting adults, AND the nature of their activities ensures a reasonable amount of safety, then my answer is firmly no.

If either of these two conditions are false then my answer is yes and the legal system must step in to investigate / prosecute those violations.

What is good? Morality is subjective to the society in which is dictating it. So good this century may be totally different than what it is in the next. "Good" changes from generation to generation.
