Some argue the skateboarder, Corey Dowds, 19, provoked the female police officer or maybe did it to capture the event on video (his brother captured the event on camera).

Police need to do their job, but remember that some skaters are actually a little mentally slow from falling on their heads so much. (No offense skaters.)
Skate boarding is not a crime, it just makes you mentally slow
Even if the officer warned him, pushing seems like it could only contribute to his slowness by forcing him to fall on his head again.

Not sure if this was the case (didn't watch the video). She needs to manage her anger better.
