don't know 4 sure b/c i haven't read the whole bill; who has? its NOT a tax! the best analogy that i heard to describe it is: think about an independent contractor who is responsible for paying their own taxes to the government instead of their employer doing it for them. if they underestimate the amount of taxes do and pay to little throughout the tax year, they are charged a penalty for underpayment. the underpayment is NOT A TAX but a PENALTY. the government has the authority to collect the penalty under the 16th amendment. universal health care has a penalty ONLY for those who CAN buy health insurance and DON'T. ITS NOT A TAX!!!!!

the only people this affects are those who can afford insurance but refuse to buy it. if an unassured motorist were to hit you car, you me and everyone else would indirectly pay for it through higher premiums. that's why everyone has to have auto insurance to get a drivers license. its the same principal.

NO, it will fall on the middle class. What about the taxes on medical equipment like wheelchairs, knee replacements, hip replacements? we are already picking up the tap for uninsured people in this country. my daughter had legs surgery last year. a night in the hospital and a 90 minute surgery was $30k. there is no way that should cost more than $5k - $10k
