The answer is a big yes. Why do so many rightwingers think this was somehow an invention of the Obama administration? Probably because they're stupid and they think that Czar must mean Russian which must mean Communist which must be an invention of the Obama Administration. Truth is just about every president since Franklin Roosevelt had "Czar" appointess in their administration. Bush had a total of 36 positions filled by a total of 46 different individuals over the years. Some had the blessing of Congress, but most of them didn't......here's the list;

I have...in a liberal state at that....CA and the voices who are against the big government, huge spending and awful health care take over, I think people are seeing a change they weren't counting on......there are people who are sorry they voted for Obama.     ...and Minnesota also elected a Muslim representative who took his oath on the Quran. This is not because Minnesota is un-American, I assure you. It is like you said, Minnesotans do not thrive on ignorance or fear. It really is a progressive state with a long history of electing people on their merits not the little things like religion, political views or chosen party, for that matter.
