Congressional Gold Medals given to Black Marines from WW2 - Is this Racist?

Having retired from the Military I have respect for everyone who has served. But I was shocked that some 300 Congressional Gold Medals were awarded solely to Black Marines from WW2 and based only on the fact that they are black.
Obama - known as the most Racialy divisive President we have ever had has done it again. The Congressional Gold Medal is rarely given and this is a slap in the face of all military personnel. It should never have been handed out based solely on RACE.
