Can You Help Mitt Through the Mandate Maze?

On Monday, Mitt Romney's top adviser, Eric Fehrnstrom and spokesperson Andrea Saul said that Romney agreed with President Obama that the individual mandate was a penalty.

On Wednesday, Romney told CBS News he agrees with the Supreme Court that the individual mandate is a tax.

On Thursday, Romney claimed the Romneycare mandate is a penalty because he called it a penalty, and the Obamacare mandate is a tax because the Supreme Court called it a tax.

Can the Romneycare and Obamacare mandates, which are virtually identical, be two different things simultaneously? Or is this just an exercise in smoke-screen semantics?

    I think the individual mandate is both a penalty and a tax because . . .

    It is a tax imposed as a penalty on those who can afford to buy insurance but choose not to do so. people whose income is too low to be able to afford to buy insurance will not have to pay it.
