2) The USA has a quota for 25,000 green cards per year per country. The President has no power over this. (NO, he cannot just hand out green cards. Makes for a fine story but it doesn't work that way.) That means Moldova, ( pop 3.5 million) gets the same number of green cards as Mexico ( pop. 112 million). Time to get in line and wait... and wait and wait. Right now the USA is considering Filipino siblings who applied in January of 1989. (US Immigration Services).

The only way to circument all of this wait, wait, wait is to have a skill that is considered crucial ... that includes the H1-B visas for those whiz kids in Silicone Valley.

The point is , a work permit is miles from green card status. Apples and oranges.

Usually an "identity card" means someone shielding themselves from criticism by blaming critics for hostility towards an entire group, such as a "race card," "religion card," etc., instead of criticism being based on their actual behavior.

In this case, a "green card" is a rather clever play on words, although in this context it does NOT divert criticism by blaming critics for hostility towards an entire group.
