    Chapter 7 or 11? 7 means "empty out the office, we sell it all"; 11 means "setup a plan to pay your debts" -- filing isnt final, either. What filing does do is stop the creditors in their tracks from collecting and interest charges plus they have to apper in court to get in line "if" they are owed enough. Filing is a popular stalling tactic amongst corporations to get balanced or prevent the taxes owed (fed and state) from being collected by force. Should it go to the next step of payment, the unsecured debt gets written off (screwed),but the owed ntaxes get paid first.

    Municipalities file a Chapter 9 bankruptcy. It is a regorganization as opposed to liquidation and is similar to Chapter 11, 12 and 13 bankruptcies.

    I remember when the "Merry-Go-Round" young adult mall clothing store chain filed for Chapter 11 Bankruptcy. I used to love to go in there. They had so much cool stuff. Eventually in early 1996, despite re-organization, Merry-Go-Round was shut down anyway. :(

    I'm not sure about the city. Bit the state wanted it's doors open for illegals and free government assistance for education. What about the sanctuary cities. Did they think money would grow like grapes in the sun. The politicians sold the people of that state out.

    No doubt, it's the politcians fault, But California voters put them in office, same is true, for the entire U. S. A. Who puts these idiot politicians in office? And then leaves them there? Think about it. Who's really at fault?
