    The law should be that one must be a citizen to vote, and that citizenship should be proven in order to register.

    Not exactly but he is about to cost the taxpayers a lot of grief, money, headache to any possible Ecpnomic Recovery, disrespect Congress and The Constitution again. They will not receive Amnesty or Citizenship either. They will not be able to legally vote either. This is a termporary executive order that can be rescinded by a new POTUS also.
