You might learn something by reading about the Great Depression and how the US came out of that quagmire.. Roosevelt in the beginning listened to the ignorant politicians that said "cut back" and "don't spend more than you have in revenues," which is what he and his administration did for the first couple of years; however, things got worse and more people lost jobs, so the economy tanked. It was the Harvard educated economist John Maynard Keynes that gave him the answer. Government is the only big spender that can revive the economy by giving jobs to people to put money into the hands of consumers... and spur production by purchasing equipment which fuels production and creates jobs and in turn more consumption. READ ON THAT, PLEASE. Simply put, Keynes and others persuaded Roosevelt to switch tactics and spend-spend-spend to prime the pump of our economy. Then WWII came along and created even more opportunities for workers and massive military spending for the war effort was rebuilding our manufacturing capacity; even women were called into the workforce while many men went to war. You get the picture?

Joe wasn't picked by Obama, he was picked by Hillary Clinton. After the divisive nomination in 2008 Obama needed to bring the Clinton democrats back into the fold after all the mean and nasty things he did to them. Clinton wanted to be set up for 2016. Her requirements were S.O.S. appointment and for Obama to select a complete boob as VP who could not possibly develop into a threat to her 2016 nomination. They didn't have to look far for a fitting boob.
