Aren't terrorists mainly helping give the U.S. government more power by creating support for legislation which gives the government more control over the citizens and more support for wars?

Terrorists provide propaganda for our government to use as draconian legislation. We provide the terrorists perfect recruiting propaganda through immoral acts like urinating on corpses and torturing prisoners and their children.
Our government uses terrorists as an excuse to invade some countries like Afghanistan and Iraq, and then turns around to aid them in invading Libya and Syria.

Many of the war lords in the middle east would probably miss the fight because they know of no other way of life that will allow them to rape and pillage as much as they want all while blaming someone else.
