Coining a phrase that George Orwell might have written in "1984," the government has unleashed a cyber "Perfect Citizen" program.

According to the Wall Street Jounal, the program, which will cost more than $100 million in its initial phase, will detect cyber assaults on private companies and government agencies running such critical infrastructure as the electricity grid and nuclear-power plants. The surveillance, overseen by the National Security Agency, would use a set of sensors deployed in computer networks for infrastructure that would be triggered by unusual activity suggesting an impending cyber attack, the WSJ said.

"The overall purpose of the [program] is our Government...feel[s] that they need to insure the Public Sector is doing all they can to secure Infrastructure critical to our National Security," said an internal email read by The Wall Street Journal. "Perfect Citizen is Big Brother."

A U.S. military official told the WSJ that the program long overdue and said any intrusion into privacy is no greater than what the public already endures from traffic cameras.

Should the government be building online programs that can watch everything you do?

If you actually read the post you would see " The Surveillance......would use a set of sensors deployed in computer networks for infrastructure that would be triggered by unusual activity suggesting an impending cyber attack, the WSJ said. "

Meaning that the sensors would be specifically in the networks for electricity grid and power plants; triggered by unusual activity. Average citizens would have no business using their computers to be on these networks. To be on these networks either would have clearance because you work for them or you would be a hacker trying to do some harm.
Think of it this way; the sensors in the network is similar to when your bank or credit card company calls you because there are charges being posted your account from out of state or at large and frequent amounts; they want to make sure it is you using your card or it is a theif. Don't you want them to notify you, just incase someone has taken your card number?

The question seems to be intentionally worded to draw upon a knee-jerk fear response that has nothing to do with the post.
Like my grandmother saying she won't allow a computer in her house because they have viruses.

The main reason government wants to watch what everyone is doing is for control, not safety.
Unless you are counting the safety of the political class to continue controlling our every move, thought, and breath.

Wow! if this keeps up I can just see yet another gov't agency being created. We will need an agency to protect us from the gov't. Is that even possible???
A gov't agency to protect us from the other gov't agencies...???

I wish someone would protect me from myself, lol, for that is the REAL threat to our infrastructure, our own idiocies. In fact, I think we could resolve the national debt issues if we had a stupid tax. Anytime someone does something stupid, they have to pay a nickel. We could have a balanced budget (especially if liberals are participating) within a week!

While I do agree that there needs to be protection against terror plots,I do not agree that the Goverment has the right to go through my hard drive, and private papers ect. There is a fine line between in the interestof public safety and the out right violation of my civil rights.Get some sort of documentation before you take the step of accusing someone of being a terror suspect. This accusation can ruin a persons life.

The government should be making sure that we are safe from attack if you will, without spying on us. I understand leads may come up and would have to be handle on a case by case bases for American citizens. But the source from out side the country is handle much differently. The government should be greatly reduced in size, defense should be increased, the borders should be enforced. They don't get to pick my health care plan. tell me what cars to buy. force me to live by their standards. Liberals look to the government for approval where as conservatives look to approve the government. The choice is yours govern yourself or let some one else govern you......Is it not true that when you move away from home some of the reason is to start running your own life.....so then why would you elect a government to take your parents place?

I know they already do ( monitor private e-mails ) but they " should in no way do so " . Our expectations of privacy are a hoax ! The Patriot Act was the " Big One " ! I know they tapped phones before and so on but the internet being a pretty new means of communication ( compared to all others ) was an easy target . The Patriot Act brought about after 9/11 gave broad powers to government ( to keep us safe we were told ) . If only used as we were told it would be used sounded OK . It had a sunset clause at least and when it ran out it was no longer law . ( yea , right ! ). People bought it but any thinking person knows , you give an inch , they take a mile ! The Patriot Act ran out and QUICKLY was made permanant by Obama ( They hate to give up power once they have it ). You are right , cases come up and " should be handled on a case by case basis " and NOT a fishing expidition .
I agree the government should be GREATLY reduced in size . THIS is the problem with ALL politicians today ( 99.9% of them anyway ). They WANT the job and will do ANYTHING to get re elected after getting it ! Protecting our borders is the first place we should start fixing things but these crooks in Washington " refuse to do so " and have the balls to keep the states from protecting their own ! Why ? VOTES ! Rather than do the right thing and KEEP THEIR OATH OF OFFICE , they turn a blind eye hoping to get re elected . TERM LIMITS are greatly needed now more than ever . This country was set up from the beginning to NOT have office holders for life ! George Washington didn't want the job ! They wanted to make him KING ! Washington being probably the most honest politician in history said that a man should serve his country by doing his job when elected , then going back to his farm or job to work afterward , giving another a turn to serve . " They " no longer " serve us " and instead serve themselves working not for " us "
but on the next re election .

Sorry about that ! I sometimes get on my soapbox and don't know when to quit .

George Orwell wishes he had the foresight to see the real '1984' play out, because he would have loved it being much better than his dreams, lol.

And that photo of yours has nothing to do with the internet, looks like the control room of a neculear power plant, lol.

The name "2004" would have been more apropo.
Next it will be 'Farenheit 451' and the burning of books. It already almost fits todays society. Here is one portion of a plot overview.
"The people in this society do not read books, enjoy nature, spend time by themselves, think independently, or have meaningful conversations. Instead, they drive very fast, watch excessive amounts of television on wall-size sets, and listen to the radio on “Seashell Radio” sets attached to their ears."

Luckily, the government is not intruding on personal internet users, nor does this new program have anything to do with personal internet usage. The title of this post bears no resemblance to the article, which says the new system will, "will detect cyber assaults on private companies and government agencies running such critical infrastructure as the electricity grid and nuclear-power plants." Protecting these facilities was a recommendation of the 9/11 report and part of US ongoing policy to protect against attacks that may debilitate our society. Here is a link to a more complete article on what they are doing:

That could be true, but this to me makes sense as a government function -- protecting against external attacks. It's actually one of the things specifically mentioned in the constitution as something that should be covered through taxes.

Oh, really ? That's neat I didn't know that. I'm all for protecting our assets and such, but I would probably feel better if regulations could be watched by both a Government agency AND a third party watch-dog type firm that is strictly kept separate from the Government. Just a brainstorm.
  • sue Invader... 2010/07/12 06:40:19

Yes, it always works better if it's an independent agency. But sometimes what happens is they get in bed with the industry. (Look at the SEC in the financial crisis -- they didn't do anything about irresponsible investing by banks.
