Are wildfires in Texas and flooding in the Southeast a sign from God that he disapproves of Republican governors of those areas?

Congresswoman Michelle Bachmann somehow thinks that an earthquake in
Republican-led Virginia and a hurricane that flooded NC, NJ, upstate NY
and Vermont are signs from God against, not the governments or areas hit, but the
American government.
Would someone who believes in that sort of thing see wildfires in Texas
as God's condemnation of Rick Perry or oil production in Texas? Or the flooding
from Tropical Storm Lee as a condemnation of La. Governor Bobby Jindal
(who made fun of federal money for earthquake testing right before
Alaskan earthquakes), Miss. Gov. Haley Barbour (former RNC Chair), Ga.
Gov. Nathan Deal, and Fla. Gov.Rick Scott, all of them Republicans?
