Are people born with certain gene structures that make them destined to be evil or is it all to do with the way they are brought up? Could it be other social factors that cause people to be more likely to commit crimes?

    The discovery of epigenetics has rendered the nature versus nurture debate obsolete. While there is a genetic component to all traits including behavior, gene-environment interaction has a huge impact on neurological and behavioral development. So the correct answer can only be "both". Nobody is "born bad", but genetics do play into it. As does environment.

    That's what we have to believe (or pretend) for the sake of law enforcement. In reality, we're probably less free to make decisions than we'd like to think. But we can't condemn harmful behavior and protect the public from dangerous criminals if we don't maintain the notion of free will.
