The Carter Center has already done so under the leadership of Jimmy Carter. Look it up.
The Carter Center refused to verify the official results of the 2000 election of Hugo Chavez, calling it marred by undue political pressure, partiality, etc.

I thought each state's secretary of state certified the vote counts. My guess is they'll have to manufacture up to 10 million votes to steal this election. That kind of massive voter fraud is awfully difficult to conceal.
