    Harper is a disgrace to Canada for spending billions of dollars on new prisons when all research in social sciences demonstrates that a get tough on crime approach is not effective at all and in fact exacerbates the current problems of crime. The public's fear of murderers and sex offenders is exploited by politicians who offer a solution but nobody is arguing to allow sex offenders and murderers to walk free nor is anybody wanting to promote drug use. I study criminology and most crime are non violent property crimes and drug related. Harper ignores social science that offers so many solutions to preventing crime. And nobody should complain about preventative programs when it is 1000s of dollars to educate and rehabilitate people who had less than fortunate upbringings and putting somebody in jail is over 100 000 a year.

    Harper’s recipe for recidivism:
    1.Take one abused child and place him/her in care for a few years. Send him/her to an underfunded school. Ignore behavioural problems, and then exclude the youth.
    2. Leave to simmer for a further two years and ignore signs that he/she is becoming addicted to drugs.
    3. Now wait for him to shoplift to feed the habit.
    4. Send to prison so the young offender can be incarcerated at a cost to the taxpayers of $150,000-$250,000 year ...

    Yeah, and another nice thing would be if Mom and Dad would teach their kids by example about the evils of drug usage and the loss of quality of life, etc. That would be a help. Instead, we make movies that glorify the almighty high, hold public discussions that turn into near riots, and God help the idiot who happens to mention anything about character or integrity or responsibility or anything negative about drug usage.

    Follow the money. The prison industry is BIG business. Inmates are nothing more than a commodity, each with a dollar value based on the length of their sentence. The high rate of recidivism is a variable also factored into the equation. Drug treatment programs are not an option and pose a competitive threat to "market share".

    Thanks dear but I have some different idea which you may agree upon; in all countries the preventive forensics starts once the criminal is punished and in order to prevent him from doing further crimes at the cost of we the taxpayers,I feel here the Astrology can play a greater role,as the destiny of a person can be judged from the subject with horoscope and the person can be right from the childhood motivated to lead a good life and be prevented from doing severe crimes and thus the crime rate can be brought down. I feel the destiny can not be changed yet the subject can be motivated from the childhood whose horoscope shows the tendency to criminal activities,and gruesome crimes can be reduced to crimes of lesser severity and even they can be prevented from just being taken place. I feel to commit a crime one requires guts and that can be judged from the horoscope and to catch and punish the criminal also requires a greater amount of guts otherwise a policeman can be overpowered by a criminal,this also can be judged from the horoscope. The crime starts from the provocation and the extroversion or say inability to inhibition or one who has less of sense of inhibition will go ahead with committing to crime.

    I have seen and studied many horoscopes where a subject has become a criminal as a result of not so well placed lord of the first house or the first house in effects of bad planets in the horoscopes. the inferences drawn from the studies of the horoscopes of the new born whose parents have some criminality background can be helpful not only in confirming the natives involvement in crimes but also be helpful what type of crimes he may be involved in future.Having known this the subject right from the childhood may be motivated such that he abstains from doing wrongful acts or if under dangerous situations also thinks twice before committing any thing wrong and that time to think not to do something grave will make the difference such that a smart cop can catch him in time and he may be prevented from doing severe crimes. For such a good cause i am ready to utilize my knowledge of Astrology for the betterment of the society.

    What we are doing is not working. We have drugs that are illegal that should not be. I personally do not want people doing hard drugs around me in any way, shape, or form. If they want to ruin not only their lives but those of their families, then that really is their business. There are no fast and easy solutions to this problem, however, we know that what is in place now is not working.
